Milton town council saw its second resignation with the departure of former President Phillip Edwards.
According to Wayne County Clerk Tara Pegg, Edwards resigned from the post on April 30. A week later on May 7, Milton’s Joy May was appointed to the council by Wayne County Republican Chair Beth Leisure, Pegg said.
Sources tell WWN that May was then voted to be council president at its May 12 meeting. However, no public meeting minutes or recordings are available documenting actions taken by council at that meeting. WWN’s requests for minutes sent to various officials have not received a response.
Edwards’ leaving precedes the departure of council member Hugh Payne Jr., effective on Aug. 11. Payne served on the council for 18 years.
A new social media page at facebook.com/townofmiltonin displays three meeting recordings, one from April 14, 2026, and two others from 2025.
Milton has struggled to comply with Indiana’s laws requiring public access to meeting minutes and the recordings for at least 90 days. A website at townofmilton.in features one recording and meeting minutes from July and September 2025, respectively.
