A 1028 hearing was conducted during a special Nettle Creek school board meeting on Sept. 2. The hearing explained a proposed bond project for major renovations. Board members Sandi Schraub, Marcie Houghton and Julie Blaase were absent.
School counsel Ron Cross explained that a 1028 hearing is required when building adjustments costing $1 million or more using public funds are pursued. Superintendent Emily Schaeffer reported after facility assessments with architectural consultant Garden Miller, the district plans major renovations to both schools and its sports complex. Renovations are scaled for a zero-to-five year window, and estimated at $6,085,000.
Baker Tilley associates Jason Tanselle and Tim Ladwig provided a financial outlook of the project. Tanselle detailed because of five outstanding bonds, the district will not incur a debt service levy or tax rate. The bond would be paid on a 15-year plan, with annual payments around $1.6 million at 5% interest, which is above the market rate. Tanselle added that these figures were the maximum estimates and can be lowered.
With no public commentary, Cross explained the project and reimbursement resolutions: one summarized the general nature of the project, building impact and finances; the other ensured the district is refunded for certain bond expenses. The adoption of both resolutions were approved by board 4-0 and the hearing was closed.
Board member Mike Banning motioned to approve the proposed terms of engagement for the NCSC 2026 lease financing bonds; Ruthie Ann LaMar seconded. The board approved 4-0.
The board’s regular meeting will be Wednesday, Sept. 9, at 6:30 p.m. in Hagerstown Elementary’s LGI Room, 299 N. Sycamore St. The public may attend.
