Inspectors discovered five critical and eight noncritical violations during recent routine inspections of local food establishments.
The violations include unsanitary employee practices, policy violations, dirty equipment and improper food temperatures.
Establishments are required to post the most recent routine inspection form adjacent to the front public entrance for potential customers to view.
Wayne County Health Department employees collected these concerns between Feb. 11-25.
Critical violations
- Feb. 24: The Coney Island, 750 S. Seventh St., Richmond. One critical: Employee observed not washing hands before putting on gloves. To be corrected that day. One noncritical: Food prep employee observed without hair restraint. To be corrected that day.
- Feb. 20: University Shell, 2320 Chester Blvd., Richmond. One critical: No employee health policy posted at time of inspection. To be corrected by March 2.
- Feb. 12: Bertie’s Music Bar, 1129 E. Main St., Richmond. One critical: No employee health policy. To be corrected by Feb. 14. Follow-up: On Feb. 14, item had been corrected and no violations were found.
- Feb. 12: Great Wall, 1731 National Road W., Richmond. Two critical: Time is being used as a public health control (i.e., “time” is the only tool being used to monitor certain Time/Temperature Control for Safety (TCS) foods) without a written policy approved by the Wayne County Health Department. To be corrected by March 12. Hand sink not accessible due to items stored in sink basin. Corrected during inspection. One noncritical: Paper towels not supplied for hand sink. Corrected.
Noncritical violations
- Feb. 25: Punam LLC, 405 E. Main St., Hagerstown. Two noncritical: Mops are not air-dried between uses. To be corrected by March 25. Two-compartment sink not provided to wash, rinse and sanitize utensils. To be corrected by July 1.
- Feb. 24: Earlham College Café 1847, 801 National Road W., Richmond. One noncritical: Employee preparing food without hair restraint. Corrected.
- Feb. 12: Hagerstown Junior/Senior High School, 701 Baker Road, Hagerstown. One noncritical: Washbasin at three-bay sink does not hold water. To be corrected by Aug. 1.
- Feb. 11: LisaCakes, 414 N. 10th St., Richmond. One noncritical: Dirty ceiling vent. To be corrected by Feb. 21.
- Feb. 11: Downtown Deli, 718 E. Main St., Richmond. One noncritical: Employee observed without hair restraint. Corrected.
Complaints
- Feb. 12: Great Wall, 1731 National Road W., Richmond. Food preparation complaint: Discussed with owner. Chicken from fryer was 175 degrees. No violations found.
- Feb. 20: Yamato, 3717 National Road E., Richmond. Undercooked chicken complaint. Proposed food temperature log discussed with owner. No violations found at time of inspection.
Follow-ups
- Feb. 18: 1201 Smart, 1201 E St., Richmond. Item corrected from Feb. 4 inspection (mold-like substance on ledge of ice bin lid).
- Feb. 25: 1896 Café, 25 W. Main St., Hagerstown. Three critical and two noncritical violations from Jan. 10 inspection corrected. Critical items were lack of certified food manager, scrapper hose issue, and missing sanitation step after washing and rinsing equipment and utensils.
- Feb. 24: Richmond50 Inc., 501 S. Fifth St., Richmond. Follow-up on three-bay sink water and hand sink. Both still require repair.
- Feb. 12: Quality Inn, 5501 National Road E., Richmond. Follow-up for date marking. No violations found.
Preoperational
- Feb. 7: Back 40 Grocery, 17626 Frank Meyers Road, Cambridge City. Discussed separating living quarters with door at top of stairs; install additional sink; establish Employee Health Policy (to include vomit/diarrhea cleanup); hand sink signage.

Inspections
Wayne County Health Department inspects local stores, restaurants, schools and other food providers at least twice per year. If any critical violations are found, inspectors follow up to ensure the establishment has made the necessary corrections. They also make visits if members of the public submit complaints.
