A Richmond family received permission to build an accessory dwelling for a family member on their South 22nd Street property.
During its Oct. 15 meeting, the Richmond Board of Zoning Appeals voted 4-0 in favor of the request by Martel and Shannon Winburn for a special exception in the medium-density, single-family zoning district. The Winburns plan to construct a 512-square-foot living space that’s connected to their utilities. The Winburns live on the northwest corner of South 22nd and South E streets.
The BZA also approved 4-0 a variance of use request from Dustin Shaw to use 1203 N.W. L St. as his primary residence. The property is zoned institutional; however, it’s been used as residential property since 1948. The existing house has been vacant since 2022, so the property lost its legal, nonconforming status, requiring Shaw to receive the variance.
Shaw said he’s in the process of purchasing the property, which is south of North West L Street along a drive shared by other residences.
