The Richmond Board of Works ruled in favor of the defendant in a grievance case at its July 2 meeting.

As first reported in the June 24 WWN, Matthew Reed claimed his reappointment from paratransit driver to bus driver with Rose View Transit violated the Amalgamated Transit Union 1474’s collective bargaining agreement. He cited financial restraints moving from a 40-hour to a 35-hour work schedule. 

The board’s review of Reed’s 2026 pay period cited only two instances that he worked less than 40 hours, along with 60 hours of overtime pay. The board also found no fault in management’s decision to shift from three to two paratransit service drivers. The board ruled unanimously to deny Reed’s grievance. 

In other business

A bid from Milestone Contractor was received for eight street projects to the total of $637,299. The streets department will review further.

Administrative Resource Police Officer Aaron Stevens had one handicap parking sign request and eight renewals approved. Stevens noted the Sim Hodgin Parkway bridge removal as scheduled for July 5. 

The board approved a contract change order to cover additional costs for cleanup related to the Complete Streets Loop Project’s second phase. Matt Keller, director of operations and engineering, requested $29,292.58 for remaining clerical items and costs.

Richmond Fire Department’s Nick Arbogast, chief of EMS, had one contract and two addendums approved. Donley & Associates Inc., will install one Braun ambulance box upon a 2027 E-450 Ford ambulance for $189,759.50. Other bids came from Penn Care ($194,842) and SIV Ambulances ($218,805).

EMS Management & Consultants will process EMS’s patient refunds for a $5 fee. EMS/MC will issue refunds directly to the patient. Wallace Heating and Air will continue providing general maintenance and inspection services to generator systems at stations 2, 3, 4, and 5.
