Richmond and Wayne County residents know all too well the devastation felt when a police officer is killed in the line of duty.
Less than 10 months after the death of Richmond Police Department Officer Seara Burton, two Indiana police officers were killed within six days of each other. Mayor Dave Snow took time at the beginning of Richmond Common Council’s July 3 meeting to honor those officers and support their communities.
“I believe I can speak for all of us when I say that I know that we all understand how the loss of these brave officers affects a community, affects city officials and families, and I know that we would want to show these communities and our fellow Hoosiers our support, our condolences and our respect,” Snow said.
Indiana State Police Trooper Aaron Smith, a five-year officer, was killed June 28 when struck by a vehicle while putting out stop sticks during a pursuit.
Tell City Police Sgt. Heather Glenn was shot and killed July 3 when responding to a domestic situation. She was a 20-year veteran and a second-generation officer, Snow said.
The mayor said he had earlier July 3 reached out to Tell City Mayor Chris Cail to offer condolences and any assistance Richmond might provide. Snow then asked for a moment of silence in respect for the officers and their suffering communities.
“We know that they are devastated tonight and we will pray that they find solace in the weeks and months to come and offer respect and support,” Snow said.
Council actions
Council then unanimously approved several ordinances and a resolution.
One ordinance enables transfer of appropriated funds within the 2023 budget. Unused money appropriated for salaries of positions that have been dark was transferred to the services category to cover contracts needed to ensure work continues on projects such as with the Midwest Industrial Park and consultant assistance for grant applications.
Two ordinances amend the 2023 budget to cover raises for Richmond Fire Department civilian and union personnel after reaching contract agreement with the union. The new two-year contract provides for 1.5% raises in 2023 and 2024.
The resolution enables banks outside Richmond to submit certificate of deposit quotes as part of the city’s investment program.
