Wayne County Health Department found 22 new concerns during recent routine inspections at food establishments.
Some of the citations were for missing items, such as ingredient labels, thermometers, dishwashing test kits and cleanup policies for bodily fluids, rather than violations. A few were for what inspectors found, such as a mold-like substance on storage racks in a cooler and mops not hung to dry.
The classification of being in or out of compliance replaces the health department’s previous terminology of critical and noncritical violations. Compliance is based on the number of risk factors or intervention violations and whether there are repeated issues.
WCHD conducted these assessments between Dec. 20-Jan. 16.
Violations
- Jan. 16: 5th Street Coffee & Bagels, 211 S. Fifth St., Richmond. One concern. Floors in prep area need repair. To be corrected by April 16.
- Jan. 14: Taco Bell, 3029 National Road E., Richmond. One concern. No written cleanup policy was at establishment during inspection. To be corrected by Feb. 14.
- Jan. 9: Best Western Classic Inn, 533 W. Eaton Pike, Richmond. One concern. No date marking. Corrected during inspection.
- Jan. 9: Quality Inn, 5501 National Road E., Richmond. Two issues. No dishwashing test kit provided at time of inspection. Handwashing signage not posted. Both to be corrected by Feb. 9.
- Jan. 8: 1896 Cafe, 25 W. Main St., Hagerstown. Three concerns. Soap and paper towels not supplied to service sink at front preparation counter. To be corrected by Feb. 8. A box of marshmallows, a box of soda syrup and five boxes of single-service items were stored directly on the warewashing area’s floor rather than 6 inches or above. To be corrected by Jan. 25.
- Jan. 7: Dairy Queen, 1018 S. Ninth St., Richmond. Two concerns. Blizzard sleeve stored in standing water after use rather than in running water dipper well. Corrected during inspection. A stem-type thermometer used to measure internal temperature of hot/cold and cooling/reheating foods wasn’t provided. Infrared readers only measure surface temperatures. To be corrected by Jan. 26.
- Jan. 7: Sunny View Grocery, 8421 Clyde Oler Road, Williamsburg. One concern: Bulk food items packaged at establishment aren’t provided full labeling information (name of food item, ingredient listing, net weight, name and place of business, name of food source for each major allergen). To be corrected by April 7.
- Jan. 6: Uranus Fudge Factory, 6404 National Road E., Richmond. Three concerns. Written notification of the presence of major food allergens as an ingredient in unpackaged food items served or sold to the consumer not provided. To be corrected by Jan. 26. Assorted packaged chocolates at fudge counter aren’t provided full labeling information (the common name of the food, or absent a common name, an adequately descriptive identity statement; if made from at least two ingredients, a list of ingredients in descending order of predominance by weight, including a declaration of artificial color or flavor and chemical preservatives if contained in the food; an accurate declaration of the net quantity of contents; the name and place of business of the manufacturer, packer or distributor; and the name of the food source for each major food allergen in the food unless the food source is already part of the common or usual name of the respective ingredient). QR code that’s provided for bulk candies doesn’t provide complete labeling information. Both to be corrected by Jan. 21.
- Jan. 5: SK Hope Corner Store, 1203 S. 13th St., Richmond. Two concerns. Mop was in bucket rather than hung when not in use. To be corrected by Feb. 5. Thermometers not observed in Maytag refrigerator and freezer. To be corrected by Jan. 15. FOLLOW-UP: During Jan. 16 return visit, the thermometer issue was corrected.
- Jan. 5: Twist India, 1015 E. Main St., Richmond. One concern. Establishment didn’t have a cleanup of vomit/diarrhea event written procedure. To be corrected by Feb. 5.
- Jan. 2: Speedway, 1821 Chester Blvd., Richmond. Five concerns. Storage racks in walk-in cooler are soiled with a mold-like substance. Floor tiles are chipped and missing at soda box shelving area. Mops stored in mop sink when not in use rather than being hung to dry. All to be corrected by April 2. Counter and top of coffee makers are soiled with spilled food debris (coffee beans). Boxes of soda syrup stored directly on the floor in rear storage area. Both to be corrected by Jan. 9.
OK to open
- Jan. 6: Tivvia LLC of Richmond. OK to open as a mobile vendor-commissary at Warehouse Cafe, 213 N. Third St., Richmond.
Complaint
- Jan. 6: IHOP, 540 W. Eaton Pike, Richmond. No hot water. Will be closed until repair.

How to raise a concern
Wayne County Health Department inspects local stores, restaurants, schools and other food providers at least twice per year. If any aren’t compliant, inspectors follow up to ensure the establishment has made the necessary corrections. They also make visits if members of the public submit complaints.
Establishments are required to post the most recent routine inspection adjacent to the front public entrance for potential customers to view.
