As Wayne County endures a weekend of wintry weather, area government agencies are updating their travel alerts, and organizations and businesses have announced changes to their regular schedules or programming for Sunday and Monday.

Travel alerts
Wayne County – Level II Snow Emergency
Wayne County Board of Commissioners declared a Level II Snow Emergency (travel watch) from 9 p.m. Saturday, Jan. 24, until noon Monday, Jan. 26, unless they extend it.
It applies to Wayne County, including the City of Richmond and the Town of Centerville.
A Level II Snow Emergency means only essential travel is permitted on county roads. This declaration does not apply to state or federal highways.
Essential travel includes travel to and from work or school, for necessary medical care or prescription medications, for essential food or fuel or safe shelter.
County officials say drivers traveling for essential purposes should use extreme caution and adjust driving behavior for hazardous conditions. They urge using main roads when possible and allowing extra time to reach the destination. Motorists who become stranded risk injury due to exposure.
Violators may be fined up to $150 under Indiana Code 10-14-3-34. Knowingly, intentionally, or recklessly violating this order is a Class B misdemeanor.
Parking is prohibited on all county roads and within the county road right-of-way. Vehicles that are parked, stalled, stranded, or abandoned in violation of this order may be removed at the owner’s expense.
Fayette County – Level III Snow Emergency
As of 10 a.m. Sunday, Fayette County allows only emergency personnel and their vehicles to be on the roads.
Randolph County – Level III Snow Emergency
At 6 p.m. Sunday, Randolph County will begin a red level travel warning, meaning travel is restricted to emergency personnel. It is expected to expire at 10 a.m. Monday unless commissioners determine an extension is needed.
Union County – Level II Snow Emergency
Only essential travel is permitted.
Preble County (Ohio) – Level 2 Snow Emergency
At 6 a.m. Sunday, Sheriff Mike Simpson increased the snow emergency to LEVEL 2 for Preble County.
A Level 2 emergency means that roadways are hazardous due to blowing and drifting snow. Only those who feel it is necessary to drive should be out on the roadways.
Workers should contact their employer to see if they should report.
Motorists should use extreme caution.
Revised schedule for warming centers
The Jan. 25-31 schedule for two overnight warming centers in Richmond was revised at noon Sunday.
LifeSpring South will be open at 501 S. Seventh St. from Sunday, Jan. 25 through Tuesday, Jan. 27.
New Deliverance Temple Ministries International will be open each evening at 6 p.m. Wednesday, Jan. 28 through Saturday, Jan. 31.

- Golay Community Center, 1007 E. Main St. in Cambridge City, will be closed.
- Joseph Moore Museum at Earlham College is closed.
- Levi and Catharine Coffin State Historic Site in Fountain City will be closed.
- Red Front Pizza & Grill is closed.
- Reid Ready Care and Reid Urgent Care locations in Richmond and Connersville are closing at 1 p.m. Sunday.
- Richmond Civic Theatre rehearsals/activities are canceled.
- VFW Bingo is closed.
- Warm Glow Candle Outlet in Centerville is closed.
- Wayne County Taxi Service is closed.
Monday, Jan. 26
- Animal Care Alliance, 1353 Abington Pike in Richmond, will be closed.
- Boys & Girls Clubs of Wayne County’s Jeffers Unit (1717 S. L St., Richmond) will be open Monday from noon-5:30 p.m. at no charge for members. All other clubs are closed.
- Cambridge City will not have trash pickup from Rumpke on Monday. Rumpke will decide Monday if it’s operating on Tuesday in this area. Check the town’s Facebook page for updates.
- Centerville-Abington Community Schools will have an eLearning day. CSHS will have a Blue Day. Assignments will be posted by 9 a.m. and they’re due by 11:59 p.m. Wednesday, Jan. 28. Email teachers or building administrators with questions.
- Centerville-Abington Senior Center will be closed.
- Community Christian School will conduct eLearning on Monday.
- Cope Environmental Center in Centerville will be closed.
- Earlham College, 801 National Road W. in Richmond, will be closed. No classes. Only essential staff will report to work.
- Excel Center in Richmond is closed.
- Fayette County School Corp. in Connersville is closed. There’s no eLearning. The day will be made up Friday, April 3.
- Fayette County Senior Center and Thrift Store in Connersville will be closed.
- Gleaners Food Bank’s mobile distribution at Richmond’s 10th Street Park has been canceled.
- Golay Community Center in Cambridge City is closed.
- Indiana University East in Richmond will be in limited operations Monday. Students should check their Canvas page and/or IU email for information on their specific classes. Essential personnel are to report as scheduled and others are to work remotely. Normal operations resume Tuesday.
- Ivy Tech Richmond will operate remotely Monday.
- Morrisson-Reeves Library in Richmond is closed.
- Natco Community Empowerment Center in Richmond will be closed until noon Monday.
- Nettle Creek Schools will have eLearning on Monday. Assignments should be posted by 9 a.m. that are due Monday, Feb. 2. Pre-K through third grade will complete packets. Contact teachers via email or ParentSquare with questions. All practices/events are canceled, including basketball games.
- Northeastern Wayne Schools will have a synchronous eLearning day. Learning will continue online from home.
- Purdue Extension – Wayne County and Wayne County 4-H offices will be closed Monday.
- Reid Health will close several offices, including: Reid Cancer Center and Oncology Associates; Comprehensive Bone & Joint Center; several heart/vascular services programs, including Richmond Cardiology Associates and Cardiopulmonary Rehab; Palliative Care; and all Reid Health Rehabilitation Services offices. Five primary care offices will be closed: Reid Pediatric & Internal Medicine in Richmond; Primary Care & Specialty Care – Cambridge City; and Whitewater Valley Primary Care Suites 2, 3 and 5. Many other primary care offices and outpatient behavioral health will offer telehealth appointments only while the office is closed. - Richmond Community Schools will have a self-paced eLearning day Monday. Families will receive details from their child’s school via ParentSquare. Assignments will be posted in Canvas by 9 a.m. Head Start will be closed.
- Richmond Family YMCA’s Monday morning fitness classes are canceled. The Y will open at 8 a.m.
- Richmond Friends School is closed.
- Richmond Municipal Building will be closed until noon Monday, Conditions will be re-evaluated for opening in the afternoon.
- Union County-College Corner Joint School District is closed. The day will be made up Feb. 16.
- Wayne County government buildings/offices will be closed until noon Monday. Conditions will be re-evaluated for opening in the afternoon.
- Wayne County Superior Court 1’s jury trial on Monday has been canceled.
- Western Wayne Schools will not be in session on Monday. It will make up the day on Feb. 16 (Presidents’ Day). The campus is closed to all to allow for path clearing.
- Whitewater Valley REMC’s lobby and drive-thru are closed in Liberty.
Rescheduled
- Connersville High School’s open house for its natatorium will now be Feb. 11. The ribbon-cutting starts at 6:30, followed by the open house until 7:30.
- The Jefferson Township Advisory Board meeting previously scheduled for Jan. 26 will begin at 9 a.m. Feb. 2 at the trustee’s office, 37 E. Main St., Hagerstown.
- RHS Senior Night for Band/Devilettes was moved to Friday, Jan. 30.
- Richmond Civic Theatre’s auditions for “26 Pebbles” were moved to 2-4 p.m. Saturday, Jan. 31 and Sunday, Feb. 1, at RCT’s Annex, 13 S. 10th St., Richmond. Find more information at gorct.org.
- Richmond Community Orchestra has delayed its first rehearsal of the year from Monday, Jan. 26, to 6:30 p.m. Monday, Feb. 2, at Earlham College’s Carpenter Hall because of Earlham College’s weather closure.
