Inspectors responded to two complaints and reported nine restaurants, food trucks, schools and other providers out of compliance during recent routine inspections of local food establishments.
Some were found with multiple violations.
The classification of being in or out of compliance replaces the previous health department terminology of critical and noncritical violations.
Compliance is based on the number of risk factor or intervention violations, and whether there are repeated issues.
Wayne County Health Department employees collected these concerns between Aug. 29-Sept. 11.
Not in compliance
- Sept. 11: Hardee’s, 1925 Chester Blvd., Richmond. One violation. Eight flies were counted throughout the food preparation and utensil washing areas. To be corrected by Sept. 26.
- Sept. 11: Cafe Neo, 1598 N. Indiana 1, Cambridge City. Five violations. Priority violation: No employee health policy on site. To be corrected in 72 hours. No certified food manager. To be corrected in 90 days. Need vomit and diarrheal policy/kit within 15 days. Employee working without hair restraint. Corrected during inspection. No working food probe thermometer. Restaurant was to obtain one that day.
- Sept. 10: Bismarck Donuts & Coffee, 1241 N.W. Fifth St., Richmond. One violation. Four containers of mixed doughnuts, stored on counter for customer grab-and-go, weren’t labeled with the food’s common name, ingredients in order of predominance, net weight, name/place of business for manufacturer, packager or distributor, and name of the food source for each major allergen. To be corrected by Oct. 10.
- Sept. 10: Willie & Red’s LLC, 40 E. Main St., Hagerstown. One violation. Ten gnats were at the soda gun area at the bar’s north end. To be corrected by Sept. 25.
- Sept. 9: Cracker Barrel Old Country Store, 6050 National Road E., Richmond. Four violations. Brown gravy, partially cooled at prep table, covered and placed in walk-in cooler, measured 118 degrees after two hours. Cooked food must be cooled from 135 to 70 degrees within two hours. An employee handled a cooked baked potato with bare hands rather than using a suitable utensil. An employee didn’t have a hair restraint while preparing food. An employee’s personal drink stored near food preparation area was observed without a lid. All corrected during inspection.
- Sept. 9: Needler’s Fresh Market, 501 National Road W., Richmond. Two violations. Tile coving at chemical storage area in meat cutting room is broken and pulling away from the wall. The floor/wall juncture in the large meat department walk-in cooler is damaging and exposing wooden wall structure underneath. Both to be completed by Dec. 31.
- Sept. 6: Catamount Trading Co., 1513 W. 17th St., Connersville. Set up at Cambridge City’s Canal Days. One violation. Trailer’s floors were soiled with food and dirt. To be corrected that day.
- Sept. 5: Blast from the Past, 100 N. Ninth St., Richmond. Two violations. Hot dogs in cooler weren’t date-marked. Discarded. No hand soap at handwashing sink next to three-bay sink. To be corrected by next day.
- Sept. 3: Pari’s Market Inc., 2267 E. Cumberland St., Dublin. Two violations. Priority violation: No probe thermometer available. To be completed in 15 days. Pepsi soda nozzles needed cleaning. To be completed in 90 days.
Complaints
- Sept. 8: Quality Inn, 5501 National Road E., Richmond. Complaint about mold and orange juice. Orange juice dated use by Feb. 7, 2025. Thrown away.
- Aug. 29: Taco Bell, 3029 E. Main St., Richmond. Complaint about mini taco salad shell. Discussed with manager. No problem found. Fryer deep cleaned.

- Sept. 8: SK Hope Corner Store, 1203 S. 13th St., Richmond. Item corrected.

- Sept. 4: Seton West, 801 W. Main St., Richmond. Follow-up on ice machine. Still in need of cleaning.

Wayne County Health Department inspects local stores, restaurants, schools and other food providers at least twice per year. If any critical violations are found, inspectors follow up to ensure the establishment has made the necessary corrections. They also make visits if members of the public submit complaints.
Establishments are required to post the most recent routine inspection adjacent to the front public entrance for potential customers to view.
