Wayne County Health Department inspectors discovered a grocer, three restaurants and a food truck out of compliance during recent routine inspections of local food establishments.

The classification of being in or out of compliance replaces the previous health department terminology of critical and noncritical violations.

Compliance is based on the number of risk factor or intervention violations, and whether there are repeated issues.

WCHD conducted these assessments between Oct. 4-Oct. 16.

Compliance concerns

  • Oct. 16: Kroger, 3701 National Road E., Richmond. Six concerns. Three cases of Enfomil Neuro Pro infant formula were dated Oct. 1, 2024. Four cases of Similac infant formula were dated Oct. 1, 2025. Completed during inspection. Fan guards in the dairy and produce walk-in coolers had a mold-like substance. Eight lights in the meat preparation area aren’t protected against breakage. Both to be corrected by Oct. 16. Boxes of Lays multipack snacks were stored directly on the floor rather than at least 6 inches above the floor. To be corrected that day. The wash bay of the deli department’s three-bay sink doesn’t hold water. To be corrected by Oct. 30.
  • Oct. 14: Bob Evans, 950 Mendleson Drive, Richmond. Two concerns. The stove drip pan was heavily soiled and needed cleaning. To be corrected by Oct. 24. Two mops were stored in mop bucket rather than being hung to dry. To be corrected that day.
  • Oct. 6: Clara’s Pizza King, 1224 N.W. Fifth St., Richmond. Four concerns. Employee’s bottle labeled “GNC Mega Men Essentials” was stored in beverage alcove in food preparation/utensil washing area. A bottle labeled “Glue-Away Adhesive Remover” was stored above a shelf used to store clean bowls and containers. Completed during inspection. Employees’ personal items such as jackets and hats were stored throughout food preparation areas rather than in designated storage area. A wet mop was stored on the floor rather than hung to dry. Both to be corrected that day.
  • Oct. 4: Foodiegang Bites of Speedway was seeking a temporary permit. One concern. A stem-type thermometer capable of measuring temperatures specified under sections 154-225 of the food code wasn’t provided. To be corrected by Oct. 5. OK to open.

Follow-up

  • Oct. 8: Willie & Red’s, 40 E. Main St., Hagerstown. During a routine Sept. 10 inspection, 10 gnats were observed at the soda gun area of the bar’s north end. The issue was to be resolved by Sept. 25. However, during the Oct. 8 visit, gnats were found. The issue was to be corrected by Oct. 19.

  • Richmond: Circle U Help Center, CVS (South West 18th), Dennis Middle School, Dollar General (North West Fifth), El Rodeo, Firehouse BBQ & Blues, Forest Hills Country Club, Meijer, Quaker Hill Conference Center, Taco Bell (Chester Boulevard), The Skate, Village Pantry (South Ninth). Employer vending: Holman Distribution
  • Temporary permits: Pie Maven (Greens Fork), Southern Fizz (Hagerstown), Kat’s Kanteen, Legacy Sea Moss, M & T Company Kettle Corn and Roasted (all from Richmond), Marschand Farms and Pitmasters Privilege (both from Connersville), Poor Betty’s Elephant Ears (Greenville, Ohio) and Cheesecake N Motion LLC (Muncie).

Wayne County Health Department inspects local stores, restaurants, schools and other food providers at least twice per year. If any aren’t compliant, inspectors follow up to ensure the establishment has made the necessary corrections. They also make visits if members of the public submit complaints.

Establishments are required to post the most recent routine inspection adjacent to the front public entrance for potential customers to view.
