Ten establishments were found to be in violation by food inspectors from early to mid May. Several failed to provide signs regarding employee hygiene. Eight corrected previous citations as food trucks continue to visit the area.
Violations
- May 6: Lee’s Famous Recipe, 2410 National Road W., Richmond. Three concerns. Floor in warewashing area is chipped and non-smooth, making it difficult to keep clean. Correct by Nov. 6. Mop stored in soiled mop bucket when not in use rather than being hung to dry. Dry storage area floor heavily soiled with soda syrup. Both corrected day of inspection.
- May 6: Phillips Family Grill, 231 N. 10th St., Richmond. One concern. Ceiling was observed in need of repair. Correct by June 6.
- May 7: The Down Under, 200 S. Ninth St., Richmond. Two concerns. Items stored on the floor in front of the kitchen handsink. Corrected on site. Spring on men’s restroom door is not attached. Restroom doors are to be self-closing. Correct day of inspection.
- May 7: Great Wall, 1390 National Road W., Richmond. Three concerns. A sign or poster that notifies food employees to wash their hands must be: (1) posted at all handwashing sinks used by food employees and (2) clearly visible to food employees. Employee restrooms do not have handwashing signage. Correct by June 7. Large blue tub containing raw chicken is chipping and is no longer easily cleanable. Correct by May 17. Outside dumpsters are sitting on bare ground rather than on a nonabsorbent, smooth, durable material that is sloped to drain. Correct by May 31.
- May 8: Dale’s Pizza, 75 W Main St., Hagerstown. Four concerns. Employee preparing food was observed chewing gum. Corrected. Employee preparing food was observed wearing fingernail polish. Multiple employees preparing food were observed wearing bracelets. Both to be corrected by May 9. Probe-type thermometer provided is not able to measure temperatures below 120F. Correct by May 11.
- May 11: El Bronco, 2515 Chester Blvd, Richmond. Four concerns. A steel pan containing raw chicken was observed stored over a tub of pico de gallo in the walk-in cooler. Paper towels not provided at employee restroom located on second floor. Corrected on day of inspection. A covered waste receptacle was not provided in employee restroom. A sign or poster that notifies food employees to wash their hands was not observed in employee restroom. Both to be corrected by May 25.
- May 13: El Trebol Mexican Market, 1625 E. Main St., Richmond. Four concerns. Hand soap not provided to employee restroom handsink. Corrected on site. A covered receptacle is not provided for all-gender restroom. Correct by May 23. Employee restroom door is not self-closing. Correct by Aug. 13. Basement room where grease trap is located is soiled and in need of cleaning. Correct by May 18.
- May 13: El Mezcal Grill, 408 E. Main St., Cambridge City. Two concerns. No test kit on site. Kitchen soiled, in need of cleaning. Both to be corrected by May 19.
- May 14: Olde Richmond Inn, 138 S. Fifth St., Richmond. One concern. A sign or poster that notifies food employees to wash their hands was not observed in the men’s employee restrooms. Correct by May 28.
- May 15: Lakeview Restaurant, 1219 National Road W., Cambridge City. Two concerns. Outdoor storage surface; outside receptacles observed on gravel. Correct by July 15. Thirteen salmon filets were observed thawed in reduced oxygen packaging. Voluntarily discarded.

- May 4: Galo’s Italian Restaurant, 107 Garwood Road, Richmond. During an April 28 inspection, Hobart hot water sanitizing dishmachine max sanitizing level did not reach 180F. Surface temperatures of items from dishmachine maxed temperatures of 147F rather than 160F or above. Establishment is submerging items in three-bay sink after washing and rinsing in machine. Item corrected.
- May 4: Little Caesars, 1503 E. Main St., Richmond. During a Feb. 20 inspection, employee was observed making pizza dough without beard restraint or hair restraint. Corrected. Observed dust/debris above pizza oven on ceiling and suspension rods attached to ceiling. Corrected May 7.
- May 4: Papa Johns, 1520 E. Main St., Richmond. During a Feb. 5 inspection, observed flour on power supply above pizza dough prep table; dust, debris, flour on ceiling and walls. Both items corrected.
- May 5: By Hand and Fork, 1400, National Road W., Richmond. During an April 24 inspection, dish machine sanitizer concentration too low. Corrected.
- May 7: Richmond Village Mart, 500 W. Main St., Richmond. During a March 23 inspection, no test strips; no sanitizer; floors, walls, ceiling in need of cleaning. Corrected.
- May 12: Arby’s, 1534 N. State Road 1, Cambridge City. During an April 7 inspection, reach-in freezer in need of repair: fan broken, top hinge to door broken, top door does not seal. Equipment has been put out of service and new unit is being ordered. All items have been corrected.
- May 12: Fuelmaster, 1534 N. State Road 1, Cambridge City. During an April 10 inspection, three-compartment sink not functioning; no water and in need of repair. Corrected.
- May 13: Western Wayne Elementary, 801 E. Delaware St., Cambridge City. During an April 10 inspection, reach-in cooler observed at 55F; equipment in need of repair and not cooling properly. Corrected.

Have a concern?
WCHD inspects local stores, restaurants, schools and other food providers at least twice a year. Establishments have 10 days after the results of their inspection to make comments or appeal before it becomes available to the public. WCHD officials consider the operator response step an opportunity to tell the public that they have corrected any violations. Any response submitted by the establishment, along with a response from health inspectors, is included with the inspection form when it becomes public. A Wayne County ordinance requires each establishment to display its previous routine inspection report adjacent to the customer entrance. If any critical violations are found, inspectors follow up to ensure the establishment has made the necessary corrections. They also make visits if members of the public submit complaints.
