The Wayne County Health Department conducted food inspections for 64 establishments between Feb. 2 and Feb. 13. Eighteen had violations, with three follow-ups. Many violations included a lack of proper sanitizer for warewashing and missing cleaning policies.
Violations
- Feb. 2: Roscoe’s Coffee Bar, 416 N. 10th St., Richmond. Three concerns. No vomit/diarrhea policy/kit. To be corrected by Feb. 17. Raw eggs observed stored on counter; unknown how long; were warm to touch. Voluntarily discarded at 11:30 a.m. No sanitizer strips for quat sanitizer. To be corrected by Feb. 17. Possessed queso held at 104 degrees F, 116 degrees F, 124 degrees F; reheated in microwave and turned heat setting to high instead of warm. Manager advised on ordering an industrial warmer for queso. Corrected on site.
- Feb. 3: 70 Quik Stop, 5801 National Road E., Richmond. Two concerns. No test kit. To be corrected by Feb. 18. No sanitizer used in establishment; Establishment needs sanitizer for warewashing of coffee pot; chlorine or quat, etc., sanitizer for warewashing. To be corrected by Feb. 6. FOLLOW-UP: Feb. 10: Not corrected. Must stop sale of coffee until sanitizer strips are delivered. FOLLOW-UP: Feb. 12: Item corrected.
- Feb. 4: Kroger, 3701 National Road E., Richmond. Two concerns. Fan guards in milk walk-in cooler are soiled with a mold-like substance. Rear walls and shelving in lunchmeat and dairy reach-in coolers are soiled with a mold-like substance. Both to be corrected by May 4.
- Feb. 5: Jack’s Donuts, 3380 National Road E., Richmond. One concern. Employee hair not restrained with a hat, hair covering, or net. To be corrected by Feb. 19.
- Feb. 5: Little Caesars, 1503 E. Main St., Richmond. Two concerns. Observed dust debris above pizza oven on ceiling and vent above prep area. To be corrected by May 5. Observed employee working with food without beard restraint. Manager advised one week should be enough to be able to have them. To be corrected by Feb. 20.
- Feb. 5: Papa John’s, 1520 E. Main St., Richmond. Two concerns. Observed flour on power supply above pizza dough prep table; dust, debris, flour on ceiling and walls. Both to be corrected by May 5.
- Feb. 9: Fairview Elementary, 60 N.W. L St., Richmond. One concern. Employee with beard was observed preparing food without a beard net. To be corrected by Feb. 16.
- Feb. 9: Jimmy John’s, 3413 National Road E., Richmond. One concern. Establishment does not have a Certified Food Handler. To be corrected by Aug. 9.
- Feb. 10: Arby’s, 215 National Road W., Richmond. One concern. Observed vent in ceiling in need of cleaning. Corrected during inspection.
- Feb. 10: Subway, 325 E. Main St., Hagerstown. One concern. Bearded employee warewashing items at three-bay sink is not wearing a beard guard. To be corrected by Feb. 17.
- Feb. 11: BK Mart, 2 S.W. 18th St., Richmond. Three concerns. Residue observed on drip tray and surface of soda machine. No vomit/diarrhea policy kit. No handwashing signage at hand sinks/restrooms “Employees must wash hands.” All to be corrected by Feb. 26.
- Feb. 11: Dollar General, 1001 N. H St., Richmond. Two concerns. Food residue observed in ice cream reach-in freezer, egg reach-in cooler, and fresh fruit and vegetable reach-in cooler. To be corrected by Feb. 13. Manager will take care of it today. No vomit/ diarrhea policy kit. To be corrected by Feb. 26.
- Feb. 11: Smoothie King, 537 National Road W., Richmond. Two concerns. No employee health policy on site. Probe thermometer not working. Both to be corrected by Feb. 20.
- Feb. 12: Tally Ho Pub, 502 N. 19th St., Richmond. One concern. No vomit/diarrhea kit. To be corrected by Feb. 27.
- Feb. 13: Lucky Three Food Mart, 1605 E. Main St., Richmond. One concern. Milk and orange juice stored in the walk-in/reach-in cooler measured 44F & 45F rather than 41F or below. 23-pint containers of assorted milk and 9-gallon containers to be discarded.
- Feb. 13: Subway, 408 E. Main St., Cambridge City. Two concerns. No “Employees must wash hands” handwashing signage. No vomit/diarrhea policy/kit. All to be corrected by Feb. 27.
- Feb. 13: Village Pantry, 1375 S. State Road 1, Cambridge City. One concern. No vomit/diarrhea cleanup policy kit. To be corrected by Feb. 27.

How to raise a concern
WCHD inspects local stores, restaurants, schools and other food providers at least twice a year. Establishments have 10 days after the results of their inspection during which they can make comments or appeal before it becomes available to the public. WCHD officials consider the operator response step as an opportunity to tell the public that they have corrected any violations. Any response submitted by the establishment, along with a response from health inspectors, is included with the inspection form when it becomes public. A Wayne County ordinance requires each establishment to display its previous routine inspection report adjacent to the customer entrance. If any critical violations are found, inspectors follow up to ensure the establishment has made the necessary corrections. They also make visits if members of the public submit complaints.
