From March 16 to early April, the Wayne County Health Department cited 17 establishments for violations. One Richmond site accumulated 10 violations while a popular Hagerstown eatery had seven. Violations varied from improper food-source listings to blocked access to a hand sink. Fifty-nine received no violations.
Violations
- March 16: Abbott’s Candies, 48 E. Walnut St., Hagerstown. One concern. Assorted seasonal wrapped candies prepared on site and located within customer service area not labeled with the following information: 1. common name of food item; 2. ingredients in descending order of predominance by weight; 3. an accurate declaration of the net quantity of contents; 4. the name and place of business of the manufacturer, packer or distributor; 5. the name of the food source of each major food allergen contained in the food unless the food source is already part of the common or usual name of the respective ingredient. Correct by June 16.
- March 16: Milton Food Mart, 106 S. Central Ave., Milton. One concern. No employee health policy; distributed sample of employee health policy. Corrected on site.
- March 18: Willie & Red’s, 40 E. Main St., Hagerstown. Seven concerns. Items at north end of north building walk-in cooler were cold holding at temperatures above 41F. Items had been placed in cooler Sunday and Tuesday. Corrected, items discarded. Employee handsink next to three-bay sink in north building was inaccessible due to food racks stored in front of it. Corrected. Trays of cooked potatoes were observed stored directly on top of each other without a barrier between them in the walk-in cooler at north building. Corrected, items discarded. Trays of fried chicken were observed stored directly on top of each other without a barrier between them in walk-in cooler at north building. Corrected, items discarded. Can opener located in north building was heavily soiled with dried food debris. Corrected. Gravy stored in north building walk-in cooler date marked 3-4. Items were to be discarded within seven days of date mark. Date of discard was 3-11. Corrected. Fan guards and shelving located with the walk-in cooler at north building are soiled with a mold-like substance. Correct by June 18. Employee coats and personal items were observed stored in the food preparation and clean food equipment areas rather than in a designated area that would present the contamination of food and clean food-contact items. Corrected. Follow-up: Items corrected March 19.
- March 18: Fricker’s, 3237 Chester Blvd., Richmond. Two concerns. Ice scoop observed stored with handle resting in ice. Corrected on site. Floors and walls observed with food/dirt residue throughout kitchen and under dish machine and three-bay sink. To be corrected by April 1. Follow-up: Item corrected March 31.
- March 20: Pari’s Market, 2267 E. Cumberland St., Dublin, IN. One concern. No sanitizer test strips. To be corrected March 27. Follow-up: Item corrected March 24.
- March 23: Richmond Village Mart, 500 W. Main St., Richmond. Ten concerns. No employee health policy. No sanitizer on site or in use. Correct by March 26. No bodily fluid cleanup kit. Hand sink not accessible due to moped parked in front of hand sink along with boxes of alcohol. No thermometer in milk and egg cooler. No test strips on site or in use. Plumbing fixtures in need of repair; pipe leaking in bottom cabinet to the right of soda machine. Plumbing in need of cleaning under soda station and in bottom cabinet to right. Floors, ceilings, walls in need of cleaning. Correct all by April 7. Physical facilities in want of repair; leaking roof in back storage area. Correct by May 19.
- March 24: Golden Glaze & Java, 13083 Olive Branch Road, Hagerstown. Two concerns. Hand sink is not working. A written notification of the presence of major food allergens as an ingredient in unpackaged food items served or sold to the consumer is not present. Correct both by April 1.
- March 24: Recovery Works, 2060 State Road 1, Cambridge City. One concern. No dish machine temperature measuring device. Correct by April 8.
- March 25: Penn Station, 1500 E. Main St., Richmond. One concern. Floors under front lunch meat reach-in cooler soiled with an accumulation of food debris. Correct by April 4.
- March 26: Pizza King, 2916 E. Main St., Richmond. One concern. Employee observed doing food prep without a hair restraint. Corrected on site.
- March 27: Ron De Voo, 99 N. Perry St., Hagerstown. Four concerns. Cookies, cheesecakes and brownies prepared by a home-based vendor are offered for sale in the retail food establishment. Home-based vendors are not an approved food source. A box of raw pork was observed stored over a pan of baked beans in the kitchen reach-in cooler. Both corrected on site. Outside refuse containers are stored on gravel/soil rather than on a nonabsorbent material, such as concrete or asphalt, that is smooth, durable and sloped to drain. Correct by Sept. 27. A mop was observed in a bucket rather than being hung up to dry when not in use. Corrected on site. Follow-up: Items corrected on April 2.
- March 27: Yamato Steakhouse, 4710 National Road E., Richmond. Four concerns. No sanitizer test strips for quat sanitizer or dish machine sanitizer; chlorine test strips. Floors, walls soiled. Non-food contact surfaces soiled with food residue; front of grill; front of hand sink by grill line; outside of reach-in cooler in soda station room where salads are stored; on shelf and wall by hand sink. Correct by April 13. Observed employee peel boiled egg and eat it over the cutting board at prep cooler behind grill line. Corrected on site.
- March 30: Speedway, 4383 National Road E., Richmond. Three concerns. Sanitizer concentration too low due to improperly dispensing and is not dispensing; work order placed. Soda/syrup residue observed on floor in front of soda station in back storage room; manager advised line busted, work order placed. Correct all by April 2.
- March 31: Wayne County Correctional Center, 200 E. Main St., Richmond. Four concerns. Three spray containers were not labeled as to their (green) contents. A six-pound can of marinara sauce located in the dry storage area was observed heavily dented along the top and bottom seams. Corrected on site. An open box of frozen beef patties located in the walk-in freezer is stored under a portion of the ceiling that is chipping/peeling. (Food moved away until repaired). Correct by April 1. Two mops were observed stored in mop buckets when not in use rather than being hung to dry. Corrected on site.
- April 1: Analog Coffee and Community, 10 S. 10th St., Richmond. Two concerns. No label information on baked goods in case including blueberry coffee cake muffins, peanut butter protein balls and cookies. Need name of product, ingredients, descending order, weight, allergens, name and place of business, manufacturer, etc. No food allergen positing listing major allergens for the public. Correct both by April 6.
- April 2: Richmond 40 Bowl, 75 S. 37th St., Richmond. Four concerns. Light cover, ceiling tiles and vent over food prep area heavily soiled with dirt/debris hanging from ceiling. Vent and ceiling tile soiled with dust/debris above microwave in need of cleaning. Dirt/dust/debris outside of pizza oven, in need of cleaning. All to be corrected by April 17. Employee observed cutting lettuce for chicken wrap without gloves for ready-to-eat food item. Employee observed working with exposed food without hair restraint. Both corrected on site.
- April 6: Pizza King, 51 N. Perry St., Hagerstown. Four concerns. Outside refuse containers are stored on gravel/soil rather than on a nonabsorbent material, such as concrete or asphalt, that is smooth, durable and sloped to drain. Correct by Sept. 27. Employee preparing food did not have their hair properly restrained. Correct by April 6. A mop was observed stored in a bucket rather than being hung up to dry when not in use. Corrected on site. Floors under and behind prep tables are soiled with an accumulation of food debris. Correct by April 4.

- March 17: Chipotle, 2511 Chester Blvd., Richmond. During a March 4 inspection, observed male employee working with food without beard restraint; advised manager to have employee not work with food until corrected. No food allergen posting for public. Both corrected.
- March 20: Lumpy’s Cafe, 20 S. Foote St., Cambridge City. During a March 6 inspection, microwave by grill line in need of cleaning inside and out; microwave by toaster observed in need of cleaning. No bodily fluid cleanup policy/kit. No handwashing signage at hand sinks or employee bathroom. Green beans observed at 116F, reheated to 165F and hot held 135F. Floor in back storage room by reach-in cooler and prep table observed with food/debris on floor. No employee health policy. All items corrected.

Have a concern?
WCHD inspects local stores, restaurants, schools and other food providers at least twice a year. Establishments have 10 days after the results of their inspection during which they can make comments or appeal before it becomes available to the public. WCHD officials consider the operator response step an opportunity to tell the public that they have corrected any violations. Any response submitted by the establishment, along with a response from health inspectors, is included with the inspection form when it becomes public. A Wayne County ordinance requires each establishment to display its previous routine inspection report adjacent to the customer entrance. If any critical violations are found, inspectors follow up to ensure the establishment has made the necessary corrections. They also make visits if members of the public submit complaints.
