Inspectors discovered eight critical and 18 noncritical violations during recent routine inspections of local food establishments.

The violations ranged from non-date-marked food; employee laundry on the floor; workers handling food without gloves; prep areas and containers heavily soiled with food debris; too-warm coolers without thermometers; non-draining sinks; slow floor drains; and dried food on a manual-use can opener. 

Establishments are required to post the most recent routine inspection form adjacent to the front public entrance for potential customers to view.

Wayne County Health Department employees collected these concerns between Sept. 28-Oct. 11.

Critical violations

  • Oct. 8: Circle U Help Center, 19 N. 13th St., Richmond. Two critical: Volunteer preparing ready-to-eat sandwiches without wearing gloves. Corrected during inspection.  Ready-to-eat, potentially hazardous food held more than 24 hours without being date-marked. To be corrected that day.
  • Oct. 4: Cracker Barrel Old Country Store, 6050 National Road E., Richmond. Critical: Cold food items in reach-in coolers were at 43 degrees Fahrenheit rather than 41 degrees Fahrenheit or below. Corrected during visit – items placed on ice to cool immediately.
  • Oct. 4: Little Sheba’s, 175 Fort Wayne Ave., Richmond. One critical: Three dirty knives in clean dishes. Corrected during visit. Noncritical: No covered trash receptacle in women’s restroom. To be corrected by Oct. 14.
  • Oct. 2: Lee’s Famous Recipe, 2410 National Road W., Richmond. Two critical: Potato slicer heavily soiled with food debris. Corrected during visit. Heavily soiled soda nozzle. To be corrected that day. Five noncritical: Food prep area ceiling heavily soiled with dust/debris; Walk-in cooler floor drain backs up when 3-way sink drains; Delivery door does not close tightly. All to be corrected by Oct. 9. Spatulas and other utensils are stored in a container of standing water at 128 degrees Fahrenheit, rather than 135 degrees Fahrenheit or above. Corrected during visit. Mops left in sink instead of being hung to dry. To be corrected that day.  
  • Oct. 1: Willow Springs Restaurant, 453 Teetor Road, Hagerstown. One critical: Hand sink used to rinse plates and utensils before being washed, rinsed, and sanitized at the 3-bay sink. To be corrected by Jan. 1, 2025. 
  • Sept. 30: Papa John’s, 1520 E. Main St., Richmond. One critical: No Certified Food Manager certificate. To be corrected by Oct. 2. One noncritical: Dried food residue on manual can opener blade/holder. Corrected during visit. FOLLOW-UP: On Oct. 2, proof was presented regarding certified food manager. No violations. 

Non-critical violations

  • Oct. 4: Arby’s, 3270 National Road E., Richmond. Five noncritical: Employee aprons on the floor; delivery door propped open during trash removal/deliveries; reach-in prep cooler interior heavily soiled with food debris; soiled self-serve soda/ice dispenser. All were to be corrected that day. Employees wearing open-top visors did not have hair properly restrained while preparing food/washing utensils. To be corrected by Oct. 6. 
  • Oct. 2: Hardee’s, 1925 Chester Blvd., Richmond. Four noncritical: Delivery door left open for 15 minutes when deliveries/refuse removal not occurring. Corrected during visit. Mop sink not draining. To be corrected that day. Northside wall covering at mop sink isn’t sealed and is coming unattached; Mop sink/south side wall not covered with a material that is smooth, durable and easily cleaned. Both to be corrected by Nov. 2. 
  • Sept. 30: Crestdale Elementary School, 701 Crestdale Drive, Richmond. Noncritical: No thermometer in cafeteria milk cooler. To be corrected by Oct. 7. FOLLOW-UP: Corrected by Oct. 4 visit. No violations. 

Follow-ups

  • Oct. 8: Kroger, 3701 National Road E., Richmond. No violations. On Sept. 27, inspector found one critical and one noncritical violation. The spray hose in the rear storage area needed an additional backsiphonage device. Ceiling fans in the meat department’s walk-in cooler needed cleaning.  
  • Oct. 3: Speedway, 4382 National Road E., Richmond. One noncritical item corrected from Sept. 4 inspection (cleaning needed behind cabinet holding soda machine). One noncritical item remained (cabinet holding soda machine and tea needs replaced or repaired).Thirty additional days given; inspector was to return on Nov. 4. 
  • Oct. 3: Cafe Neo, 1598 N. Indiana 1, Cambridge City. No violations. On Sept. 26, one noncritical violation was found. No thermometer was in the reach-in cooler for milk/creamers at the front of the store. 
  • Oct. 2: Village Pantry, 1240 N.W. Fifth St., Richmond. No violations. On Sept. 18, inspector found one critical violation (jalapeño cheese sauce wasn’t plugged in and measured 103.8 degrees Fahrenheit instead of 135 or above) and one noncritical (paper towels weren’t at kitchen hand sink). 

Complaints 

  • Oct. 7: Kroger, 3701 National Road E., Richmond. Complaint regarding a mold-like substance at produce sprayers. Lime deposits and a mold-like substance were found on the produce sprayers and paneling. To be corrected that day. One-fourth of the length of produce line is cleaned and sanitized weekly using a chlorine bleach sanitizer. Discussed with management to observe line and clean as needed.

Inspections

Wayne County Health Department inspects local stores, restaurants, schools and other food providers at least twice per year. If any critical violations are found, inspectors follow up to ensure the establishment has made the necessary corrections. They also make visits if members of the public submit complaints.
