The Legacy on Main downtown renovation project requires special permissions before it creates 100 apartments and 30,000 square feet of retail space in six East Main Street buildings.

Brownsburg-based AP Development has petitioned the Richmond Board of Zoning Appeals for variances of development standards to permit units less than 700 square feet at each building and for special exceptions that allow first-floor dwellings in four buildings. The BZA is scheduled to conduct public hearings on the petitions during its 5:30 p.m. Oct. 14 meeting in the third-floor chambers of the Richmond Municipal Building, 50 N. Fifth St.

Information provided the BZA shows AP Development plans 36 apartments in the Knollenberg building, 807-817 E. Main St.; 24 in the Oddfellows building, 725 E. Main St.; 19 in the Hittle building, 828 E. Main St.; nine in the Harris Bank building, 728 E. Main St.; seven in the Kresge building, 801 E. Main St.; and five in the Jenkins building, 726 E. Main St. Of those units eight in Oddfellows, six in Knollenberg, four in Jenkins, three in Harris, two in Hittle and one in Kresge will be smaller than the minimum allowable 700 square feet. AP also needs permission to have average unit square footage less than 900 in all but the Knollenberg building.

The special exceptions for East Main’s commercial business zoning district would permit 13 first-floor units in Knollenberg, seven in Hittle and two each in Kresge and Jenkins. The Hittle, Knollenberg and Kresge buildings would each also have first-floor commercial space.

The applications note that the building renovations will replicate the historic downtown character and maintain a consistent street scape.
