On the morning of April 28, 2021, Billy (Bill) R. Carter of Richmond died at age 64. Bill was born to Edna Wilson and Franklin Carter. For the past six years Bill worked in maintenance at Holland Colour. In July of 1974, he married Sharon Phenis, and together raised three children, Angela, Jennifer, and Andrew. Bill was a man of many passions including metal detecting, hunting, scuba diving, drawing/painting, coin collecting, and Tae Kwon Do. He was known for unique storytelling, the ability to fix anything from grandfather clocks to three phase generators and the patience to call out that ole stubborn Tom Turkey.
He will be missed by his wife, Sharon: children, Angela (Terrell) Miller, Jennifer (Travis)Isaacs, Andrew (Daisy) Carter. 5 Grandchildren Zaylen Miller, Samantha (Josh) DeLucio, AJ Carter, Christian Isaacs and Izabella Carter. One great grandson Oliver Miller. Brother Russell (Brenda) Carter: as well as numerous extended family members and friends. Bill is preceded in death by his parents Franklin Carter, Edna Wilson and Brother Richard Carter.
